Durbin gets a Republican challenger | The Daily Caller

Illinois Democratic Sen. Dick Durbin has a challenger for his 2014 re-election campaign.

Republican Doug Truax, a West Point graduate who now runs a strategic risk consulting firm, will officially announce his candidacy on Monday.

?At West Point, one of the first things they taught us is that you change battlefield strategies if they continually fail,? Truax said in a statement. ?Business owners and families also know this but amazingly, in Illinois and Washington, career politicians like Dick Durbin continue to make the same tax-and-spend policy decisions without regard to results.?

Truax is a political neophyte. He is the co-owner and managing partner of Veritas Risk Services, LLC, a strategic risk consulting firm. Before that, he served as a Captain in the Army after graduating from West Point in 1992.

Durbin, the majority whip of the Senate, is well positioned for re-election, with $3.2 million in his campaign account, according to FEC filings in March. But the Truax campaign says it will try to woo a large coalition to help position him to win, focusing particularly on younger voters and not writing anyone off, no matter their party affiliation.

?I look forward to bringing a new energy and ultimately a new direction for the people of Illinois,? Truax said in a statement.

Economy class goes gourmet

Airlines across Europe and the U.S. are now offering economy passengers the chance to upgrade their meals, ordering ahead of their flight, and choosing from menus more readily found in cabins at the front of the plane.

?The craze started last year, and since then, every airline has jumped on the bandwagon to have a pre-order program,? notes Nikos Loukas, an airline catering consultant, and founder of inflightfeed.com.

Because the meals are customized, passengers are required to order anywhere from 24 to 48 hours in advance, though that may also change in the future. Austrian Airlines allows passengers leaving from Vienna to order meals one hour prior to departure from a special kiosk at the airport.

Last week came news of yet another group of whistleblowers, a cadre of six government and non-government experts who served the National Transportation Safety Board when that independent federal agency investigated the explosion of a Boeing 747 off the coast of Long Island in July 1996. They are the protagonists of a new documentary, TWA Flight 800, that will air July 17 on EPIX-TV. After four years of investigation, the NTSB claimed the cause of Flight 800?s explosion was a mechanical defect, but the new documentary, written and directed by journalist Kristina Borjesson, claims the FBI, NTSB and other government agencies may have covered up that the plane was brought down by a missile strike. Participants in the film have called on the NTSB to reopen the case based on altered physical evidence, suppressed data, and unexamined testimony from hundreds of eyewitnesses.

A break for smokers? Glitch may limit penalties

(AP) ? They huddle outside office buildings and they can't satisfy their nicotine cravings by lighting up on planes and trains, but now smokers could be getting a break from an unlikely source.

A glitch involving President Barack Obama's health care law means smokers may get at least some relief next year from tobacco-use penalties that could have made their premiums unaffordable.

In yet another health care overhaul delay, the administration has quietly notified insurers that a computer system problem will limit penalties that the law says the companies may charge smokers. A fix will take at least a year.

Older smokers are more likely to benefit from the glitch, experts say. But depending on how insurers respond to it, it's also possible that younger smokers could wind up facing higher penalties than they otherwise would have.

Some see an emerging pattern of last-minute switches and delays as the administration scrambles to prepare the Oct. 1 launch of new health insurance markets for people who don't have job-based insurance. Last week, the White House unexpectedly announced a one-year postponement of a major provision in the law that requires larger employers to offer coverage or face fines.

The smokers' glitch is "a temporary circumstance that in no way impacts our ability to open the marketplaces on Oct. 1," Health and Human Services spokeswoman Joanne Peters said in a statement.

A June 28 HHS document couched the problem in technical language:

"Because of a system limitation ... the system currently cannot process a premium for a 65-year-old smoker that is ... more than three times the premium of a 21-year-old smoker," the industry guidance said.

If an insurer tries to charge more, "the submission of the (insurer) will be rejected by the system," it added.

Starting in 2014, the law requires insurance companies to accept all applicants regardless of pre-existing medical problems. But it also allows them to charge smokers up to 50 percent higher premiums ? a way for insurers to ward off bad risks.

For an older smoker, the cost of the full penalty could be prohibitive.

Premiums for a standard "silver" insurance plan would be about $9,000 a year for a 64-year-old non-smoker, according to the online Kaiser Health Reform Subsidy Calculator. That's before any tax credits, available on a sliding scale based on income.

For a smoker of the same age, the full 50 percent penalty would add more than $4,500 to the cost of the policy, bringing it to nearly $13,600. And new tax credits available to help pay premiums cannot be used to offset the penalty.

The underlying reason for the glitch is another provision in the health care law that says insurers can't charge older customers more than three times what they charge the youngest adults in the pool. The government's computer system has been unable to accommodate the two.

The administration is suggesting that insurers limit the penalties across all age groups. The HHS guidance document used the example of a 20 percent penalty for young and old alike.

In that case the premium for a 64-year-old would be about $10,900, a significant cut from the $13,600 if insurers charged the full penalty.

Younger smokers and older smokers can still be charged different penalties, but if the total of premiums and penalties is more than three times greater for older smokers, the system will kick it out.

Insurers had not expected such limitations. Before the glitch popped up, experts said the companies would probably charge low penalties for younger smokers, and much higher ones for older ones.

"Generally a 20-year-old who smokes probably doesn't have much higher health costs than someone who doesn't smoke in any given year," said Larry Levitt, an insurance market expert with the nonpartisan Kaiser Family Foundation. "A 60-year-old is another story."

It's unclear what insurance companies will do.

Another workaround for the companies would be to charge the full penalty to both younger and older smokers. In that case, there wouldn't be any savings for older smokers, and younger ones would see a big price shock.

Levitt said he suspects insurers will keep the penalties low to sign up more young people. That's happened so far in three states, he added.

But health care industry consultant Bob Laszweski said he thinks insurers will do the opposite, hitting young and old with high penalties. "It's going to throw cold water on efforts to get younger people to sign up," he said.

Workers covered through job-based health plans would be able to avoid tobacco penalties by joining smoking cessation programs because employer plans operate under different rules.

That option is not guaranteed to smokers trying to purchase coverage individually, prompting 10 states already to limit what insurers can charge smokers buying individual coverage.

Suicide bomber hits Iraqi cafe, killing 38

BAGHDAD (AP) ? A suicide bomber detonated his explosives in a crowded coffee shop late Friday in the northern Iraqi city of Kirkuk, killing at least 38 and wounding more than two dozen in the latest in a string of bloody attacks pounding Iraq since the start of the holy month of Ramadan this week.

Iraq is being rocked by its deadliest and most sustained wave of bloodshed in half a decade. More than 2,600 people have been killed since the start of April, raising fears that the country is once again edging toward the brink of civil war a decade after Saddam Hussein was toppled in the U.S.-led invasion.

Another suicide bomber and a shooting elsewhere in the country killed five members of the security forces, bringing Friday's toll to 43.

The late-night blast ripped through the Classico Cafe in Kirkuk, 290 kilometers (180 miles) north of Baghdad, as patrons were enjoying tea and water pipes hours after the sunset meal that breaks the daylong Ramadan fast, police officials said.

The city is a flashpoint for ethnic tensions, with its mix of Arabs, Kurds and Turkomen holding competing claims to claims for control of the oil-rich area. The Kurds want to incorporate it into their self-ruled region in Iraq's north, but Arabs and Turkomen are opposed.

There has been no claim of responsibility for the Kirkuk blast or other attacks in recent days. But Sunni extremists, including al-Qaida's Iraq branch, frequently targets Shiites, security forces and civil servants in an effort to undermine the Shiite-led government in Baghdad. They also are believed to be behind frequent attacks in a band of disputed territories around Kirkuk aimed at heightening ethnic tensions in the area.

The cafe attack wounded 26, police and hospital officials said. All officials spoke on condition of anonymity as they were not authorized to talk to journalists.

Hours before the Kirkuk attack, Sunni cleric Salah al-Nuaimi urged calm among Iraqis during a joint Sunni-Shiite sermon Friday in Baghdad aimed at easing sectarian tensions.

"Enough is enough," al-Nuaimi told worshippers at a Baghdad mosque. "We all love Iraq, we are all Iraqis and we want to be united. We want to stop the bloodletting, and develop and build Iraq."

Earlier in the day, a suicide car bomber struck a police patrol outside the northern city of Mosul, killing four policemen, a police officer and a medical official said. Mosul is 360 kilometers (225 miles) northwest of the Iraqi capital.

And outside the northern city of Tikrit, 130 kilometers (80 miles) north of Baghdad, drive-by shooters armed with pistols fitted with silencers killed a senior police officer. The attack took place in the town Shirqat, a police officer said.

Officials also provided details of new attacks on Iraqi Shiites late the previous night.

In one of the attacks on Shiites, a suicide bomber rammed his explosives-laden motorcycle into a funeral tent for a Shiite family in the town of in Muqdadiyah, about 90 kilometers (60 miles) north of Baghdad, officials said. The late Thursday evening explosion killed 13 people and wounded 24, the officials said.

In the northern town of Dujail, about 80 kilometers (50 miles) from Baghdad, a parked car bomb went off outside a Shiite mosque late on Thursday. As people gathered around the blast site, another bomb went off. That twin bombing killed at least 11 people and wounded 25, mayor Nayif al-Khazrachi said. Two medical officials, who weren't authorized to speak publicly, confirmed the casualty figures.

The two attacks raised the overall death toll Thursday from a series of attacks, which included assaults on police stations in the cities of Ramadi and Fallujah west of Baghdad, to 40.

On Wednesday, gunmen launched an assault on an army checkpoint and special oil industry police assigned to protect a nearby pipeline in the western Iraqi desert, killing at least 14 troops there.

A strip of buttons above the piano keys lets you control things such as what octave the keyboard will play in and add effects like tone modulation.

Miselu, the company who designed the keyboard, also designed an open standard for hardware expansion modules. That means that tactile controls such as faders, knobs and XY pads could also be available in the future to help you with your musical stylings.

The C.24 isn?t quite ready for the market yet. Miselu has created a Kickstarter project to help fund production of the device, and for purchasing materials for the project in higher quantities, thus making it cheaper to acquire.

A $99 donation to the Kickstarter project will get you one of the first C.24?s off the assembly line, with estimated delivery in November.

Morgan tells the fascinating story of his mother, Mary Sherman, who had only a high school diploma yet helped the U.S. launch its first satellite during the cold war. Determined to keep working after returning soldiers claimed women's jobs, she applied to North American Aviation, where she invented the rocket propellant hydyne. Morgan, who based Rocket Girl on a play he wrote about his mother, re-creates dialogue and adds other creative flourishes that may put off some nonfiction readers, but the touches make for a dramatic, suspenseful tale.

Quebec crash missing presumed dead, making toll 50

LAC-MEGANTIC, Quebec (AP) ? Everyone missing in the fiery crash of a runaway oil train in Quebec is presumed dead, police told grieving families, bringing the death toll to 50 in Canada's worst railway catastrophe in almost 150 years.

Meanwhile, attention focused on the CEO of the railway's parent company, who faced jeers from local residents and blamed the train's engineer for improperly setting its brakes before the disaster.

Officials said Wednesday evening that 20 bodies had been found in this burned-out town, and 30 people were missing.

"We informed them of the potential loss of their loved ones," said Quebec police inspector Michel Forget, who came to an afternoon news briefing from a meeting with families of the dead and missing. "You have to understand that it's a very emotional moment."

Edward Burkhardt, the head of the train's U.S.-based parent company blamed the engineer for failing to set the brakes properly before the unmanned Montreal, Maine & Atlantic Railway train hurtled down a seven-mile (11-kilometer) incline, derailed and ignited in the center of Lac-Megantic early Saturday. All but one of its 73 cars was carrying oil, and at least five exploded.

The crash has raised questions about the rapidly growing use of rail to transport oil in North America, especially in the booming North Dakota oil fields and Alberta oil sands far from the sea.

The intensity of the explosions and fire made parts of the devastated town too hot and dangerous to enter and find bodies days after the disaster. Only one body had been formally identified, said Genevieve Guilbault of the coroner's office, and she described efforts to identify the other remains as "very long and arduous work."

Burkhardt, president and CEO of the railway's parent company, Rail World Inc., faced jeers from residents and scorn from Quebec's premier as he made his first visit to the town since the disaster. He was expected to meet with residents and the mayor Thursday.

Burkhardt said the train's engineer had been suspended without pay and was under "police control."

Investigators also had spoken with Burkhardt during his visit, said a police official, Sgt. Benoit Richard. He did not elaborate.

Until Wednesday, the railway company had defended its employees' actions, but that changed abruptly as Burkhardt singled out the engineer.

"We think he applied some hand brakes, but the question is, did he apply enough of them?" Burkhardt said. "He said he applied 11 hand brakes. We think that's not true. Initially we believed him, but now we don't."

Burkhardt did not name the engineer, though the company had previously identified the employee as Tom Harding of Quebec. Harding has not spoken publicly since the crash.

"He's not in jail, but police have talked about prosecuting him," Burkhardt said. "I understand exactly why the police are considering criminal charges ... If that's the case, let the chips fall where they may."

Investigators are also looking at a fire on the same train just hours before the disaster. A fire official has said the train's power was shut down as standard operating procedure, meaning the train's air brakes would have been disabled. In that case, hand brakes on individual train cars would have been needed.

The derailment is Canada's worst railway disaster since a train plunged into a Quebec river in 1864, killing 99.

Quebec police have said they were pursuing a wide-ranging criminal investigation, extending to the possibilities of criminal negligence and some sort of tampering with the train before the crash. The heart of the town's central business district is being treated as a crime scene and remained cordoned off by police tape.

At a news conference shortly before Burkhardt's arrival, Quebec Premier Pauline Marois faulted his company's response.

"We have realized there are serious gaps from the railway company from not having been there and not communicating with the public," Marois said. She depicted Burkhardt's attitude as "deplorable" and "unacceptable."

Burkhardt, who arrived in town with a police escort, said he had delayed his visit in order to deal with the crisis from his office in Chicago, saying he was better able to communicate from there with insurers and officials in different places.

"I understand the extreme anger," he said. "We owe an abject apology to the people in this town."

In an exchange with reporters, Burkhardt defended the practice of leaving trains unmanned, as was the case when the train rolled away. Canadian transportation department officials have said there are no regulations against it.

"For the future we, and I think probably the rest of the industry, aren't going to be leaving these trains unmanned," Burkhardt said. "We'll take the lead with that. I think the rest of the industry is going to follow."

Among the residents looking on as Burkhardt spoke was Raymond Lafontaine, who is believed to have lost a son, two daughters-in-law and an employee in the disaster.

"That man, I feel pity for him," Lafontaine said. "Maybe some who know him properly may think he's the greatest guy in the world, but with his actions, the wait that took place, it doesn't look good."

The disaster forced about 2,000 of the town's 6,000 residents from their homes, but most have been allowed to return.
