Life settlements: Invest warily | Bankrate.com

In 2010, more than 900 investors, most of them retirees, put their money in life settlements -- investments offered by Retirement Value LLC and Hill Country Funding LLC. The investments went sour, and the Texas State Securities Board accused both companies of securities fraud and deceptive practices.

The case is expected to conclude in the next month or so with investors likely to get back what they spent on the investments over a 10-year period, but Geoff Weisbart, a principal in Weisbart Springer Hayes in Austin, Texas, which represented investors in the case, says they are unlikely to get any return on their money.

There are several other similar cases involving other life settlement companies that are also facing fraud accusations winding their way through the courts elsewhere.

Life settlements allow people who have life insurance policies to sell them while they are still alive for a percentage of their value after their death. The deal gives them cash to spend now. It's a fairly simple transaction, and Weisbart says, "I don't see any risk to the seller. As long as it was a legitimate sale and they got their money, I don't think they have anything to worry about."

The problems arise for investors in these transactions, who tend to be older people interested in a better-than-usual return on their retirement nest egg. Retirement Value and some other companies that are under investigation are accused of underestimating the life spans of the people from whom they purchased the insurance policies. Because the purchaser must continue to pay the premiums on the policies in order to keep them in force, the value of these policies are generally lower than buyers are led to believe.

Investing in life settlements is still being held out as a retirement planning option to some people. If you are offered one of these deals, Weisbart advises getting second and third opinions from a knowledgeable investment adviser, but he doesn't dismiss their value. "There is clearly a track record of life settlements being successful, but you need to understand what you are investing in. This is a sophisticated, long-term investment, and people need to get appropriate advice."

"Galley slave" Putin savours yachts, planes, palaces, critics say

MOSCOW (Reuters) - Vladimir Putin once compared ruling Russia to being a "galley slave", but four yachts that come with the job, not to mention palaces, aircraft and a wealth of luxury perks help explain his refusal to quit the presidency, leading critics said on Tuesday.

Listing 58 planes and helicopters and 20 homes with opulent fittings worthy of the tsars, not to mention 11 watches which alone are worth several times Putin's annual salary, a report published under the ironic title "The Life of a Galley Slave" by opposition leader Boris Nemtsov denounced a "blatant and cynical challenge" to millions of Russians barely managing to survive.

The Kremlin, which has long portrayed the 59-year-old president as a man of simple tastes and a liking for popular sports and active outdoor pastimes, did not immediately comment.

Putin, who declares a personal income barely a quarter of that of his U.S. counterpart, has long denied rumours that he has built up a vast personal fortune. The report did not address that but it illustrated in 32 pages how the former KGB agent has expanded the trappings of the office of president since he rose to power in 2000; it is intended to foster faint stirrings of opposition to his recent re-election for a further six years.

"One of the most serious reasons prompting V. Putin to hold on to power is the atmosphere of wealth and luxury to which he has become accustomed," wrote Nemtsov and co-author Leonid Martynyuk. "In a country where more than 20 million people barely make ends meet, the luxurious life of the president is a blatant and cynical challenge to society.

"We absolutely cannot put up with this."

Among eye-catching details, the authors highlighted a $75,000 (47,490 pounds) toilet on a presidential jet. They also identified from photographs a total of 11 luxury timepieces on the wrist of the head of state and calculate their total value at some $700,000; Putin has declared an annual income of about $115,000.

YACHTS FOR "GALLEY SLAVE"

Tales of extravagance in the leadership, though familiar to Russians throughout their history from tsars to commissars, come at an awkward time for Putin as he has faced the biggest protests of his 12-year rule, mostly from middle-class urban liberals who are now trying to fire up indignation more widely.

The text was accompanied by photographs of luxurious homes, jets, helicopters, cars and watches, complete with footnotes citing Russian media as sources for many of the items. Nine new residences had been added to the list available to the president since Putin first became head of state in 2000, it said.

As well as 15 helicopters, the 43 other aircraft available to Putin include an Airbus, two Dassault Falcon executive jets and an Ilyushin Il-96 airliner that features an $18-million cabin fitted out by jewellers - and that toilet which, the report says, cost close to $75,000.

For a man who, in 2008, described his workload in office as being like that of a galley slave, the Kremlin fleet of luxury yachts may draw more comparison to the lifestyles of Russia's high-profile business tycoons, the "oligarchs".

One 53.7-metre yacht with a designer interior, a spa pool, waterfall and wine cellar is relegated to second best.

"The real diamond of the Kremlin flotilla," the report says, is a five-decked yacht with a jacuzzi, barbecue, a maple wood colonnade and a huge bathroom faced in marble.

A 930-hectare (2,300-acre) residence on Lake Valdai in north-western Russia has a cinema, a bowling alley and a "presidential church", the report said.

It said a little-known three-storey residence near Saratov, on the Volga river southeast of Moscow, has German chandeliers and Italian furniture, and features a billiard room, a winter garden, a pool and sauna.

HUMBLE SERVANT?

While not addressing Putin's personal wealth directly - the president once dismissed talk of him being a billionaire as snot picked from noses of Western reporters and smeared on paper - it squarely challenges the image he offers of himself as a modest servant of the state, and paints him rather as a callous, Nero-like figure, ignoring Russia's persistent problems.

"Russia is continuing to die out ... the country has lost more than five million people, an African level of corruption has fettered the business activity and daily life of the country, and Russia's dependence on natural resources has only deepened during the years of Putin's rule," the report said.

Putin often refers to himself in public as "your humble servant". In a declaration filed this year, the report said, Putin reported an income of 3.6 million roubles ($113,000)and listed three old domestic cars and a trailer hitch handed down by his father as the vehicles he owns.

The report juxtaposes that with a description of some of the 700 automobiles at the disposal of the presidential administration, including an armoured Mercedes limousine Putin can use to commute to the Kremlin from his country estate.

In addition to that suburban Moscow residence, Novo-Ogaryovo, and Bocharov Ruchei, his summer base in the Black Sea resort of Sochi, Putin also has the run of two palaces by the Baltic, villas on the Volga and a ski lodge in a nature reserve in the Caucasus mountains, the report says.

Among the watches, a potent symbol of personal wealth among Russians since the collapse of communism, the report listed five made by Blancpain of Switzerland and one made by the German firm A. Lange & Soehne as among the most valuable in the collection.

Nemtsov and Martynyuk suggested money used on the upkeep of the residences and other presidential assets would be better spent for the public good.

Putin's spokesman and other Kremlin officials could not immediately be reached for comment on the report.

Nemtsov, a deputy prime minister in the 1990s, has become one of Putin's fiercest critics and was among the leaders of a series of protests over the past winter.

The protests began over allegations of fraud in parliamentary election won by Putin's ruling party last December and followed concern about his plan, announced last September, to return to the presidency after four years as prime minister.

Putin has not ruled out running for re-election in 2018, but a poll by the independent Levada Centre this month found that a majority of Russians would prefer someone else replace him.

Ex-wife of Belgian child killer cleared for early release

BRUSSELS (Reuters) - The ex-wife and accomplice of Marc Dutroux, the child murderer whose crimes horrified Belgium in the 1990s, will be freed after serving half her jail term, a Belgian court ruled on Tuesday.

Belgium's highest appeal court dismissed a bid by prosecutors to overturn a lower court's decision last month to approve Michelle Martin's early release.

Martin's lawyer said she would be freed later on Tuesday. She is expected to move into a convent which has already been daubed with graffiti by angry protesters.

Dutroux was arrested in 1996 and found guilty of kidnapping and raping six girls. He killed two and left two others to starve to death in a makeshift dungeon.

Martin failed to feed the girls while Dutroux was jailed for car theft. She was convicted of helping him and has now served 16 years of a 30 year sentence.

Presiding judge Albert Fettweis dismissed the appeal on Tuesday before a packed court. Under Belgian law, criminals can be freed after serving a third of their sentences, as long as they meet certain conditions.

Among the crowd in the court room earlier in the day was Jean-Denis Lejeune, whose daughter Julie was left to die in Dutroux's cellar.

Martin's lawyer, Thierry Moreau, later told reporters: "She will leave (prison) today, because if we detain her for longer than today, that would mean someone has committed another offence."

About 10 protesters stood outside the court hearing, two holding a banner reading "Hang Paedophiles".

Jaqueline Van-Wallendael, 56, a chip-shop employee who attended the hearing, said releasing Martin would be abhorrent.

"You steal an egg or some beef and you are condemned forever. She killed angels."

Hundreds took to the streets of Brussels earlier this month to protest against the release and demand tougher rules on freeing convicted criminals.

Martin is due to live in the convent in the village of Malonne, 60 km (37 miles) southeast of Brussels and just 30 km from the house where Dutroux kept the girls captive.

The Poor Clares nuns' convent, which has said it agreed to take her in the spirit of Christian forgiveness, is next to a nursery school and offers retreats and musical performances.

The mayor of Namur, which oversees Malonne, said late on Monday that he had no means to prevent Martin's arrival and police were already prepared to control protests.

Darwin discovered to be right: Eastern Pacific barrier is virtually impassable by coral species

ScienceDaily (Aug. 27, 2012) ? A coral species that is found in abundance from Indonesia eastward to Fiji, Samoa, and the Line Islands rarely crosses the Eastern Pacific Barrier toward the coast of the Americas, according to a team of researchers led by Iliana Baums, an assistant professor of biology at Penn State University. Darwin hypothesized in 1880 that most species could not disperse across the marine barrier, and Baums's study is the first comprehensive test of that hypothesis using coral. The results of the scientific paper, which will be published in the journal Molecular Ecology, has important implications for climate-change research, species-preservation efforts, and the economic stability of the eastern Pacific region, including the Galapagos, Costa Rica, Panama, and Ecuador.

The Eastern Pacific Barrier (EPB) -- an uninterrupted 4,000-mile stretch of water with depths of up to 7 miles -- separates the central from the eastern Pacific Ocean. In his writings, Darwin had termed this barrier "impassable" and, since Darwin's time, scientists have confirmed that many species of marine animals cannot cross this oceanic divide. However, until now, researchers had not performed a comprehensive analysis of the impact of the barrier on coral species. "The adult colonies reproduce by making small coral larvae that stay in the water column for some time, where currents can take them to far-away places," Baums said. "But the EPB is a formidable barrier because the time it would take to cross it probably exceeds the life span of a larva."

To test whether or not coral larvae are able to travel across the barrier, Baums and her team chose a particularly hearty species called Porites lobata. "Compared with other coral species, Porites lobata larvae seem able to survive for longer periods of time; for example, the weeks that are required to travel across the marine barrier," Baums said. "This species also harbors symbionts in its larvae that can provide food during the long journey. In addition, the adults seem able to brave more extreme temperatures, as well as more acidic conditions. So, if any coral species is going to make it across, it is this one."

Baums and her team hypothesized that coral larvae originating in the central Pacific might be pushed along the North Equatorial Counter Current, which flows from west to east and becomes stronger and warmer in years with an El Ni?o Southern Oscillation event -- a climate pattern that occurs about every five years. "Coral larvae are not very mobile," Baums said. "So the only way coral larvae originating to the west of the barrier could travel to the east is along an ocean current, and warming of a current like the North Equatorial Counter Current would help larvae survive. If coral have traveled along this current in the past, we should find populations that are genetically similar living from the Galapagos to Costa Rica, Panama, and Ecuador."

The team members collected coral samples of the Porites lobata species from both sides of the Eastern Pacific Barrier and performed genetic tests using special markers called microsatellites -- repeating sequences of DNA that are informative for the purpose of distinguishing among individuals. "We found that Darwin was right: the EPB is a very effective barrier," Baums said. "For the most part, samples we found to the east are genetically dissimilar to those we found to the west. This means that coral larvae originating in the central Pacific simply are not making it across the ocean to the Americas."

The only exception, the team found, was a relatively small population of Porites lobata living near Clipperton Island, which is located just north and west of the Galapagos. The samples collected there were genetically similar to samples found throughout the central Pacific, indicating that the species had migrated there from the west relatively recently. "Interestingly, the coral that are lucky enough to cross the EPB to Clipperton Island stay there and don't go any farther," Baums explained. "In other words, we find that Porites lobata are not migrating south and east to the Galapagos after making it to Clipperton. We believe this is because these coral are adapted to the warmer conditions that their parents enjoyed to the west of the EPB; for example, near the Line Islands, Fiji, and Samoa. "Coral reefs thrive in shallow water in areas where the annual mean temperature is about 64 degrees Fahrenheit," Baums said. "The eastern Pacific tends to be much cooler; in part, because of a process called upwelling -- a phenomenon that occurs when winds stir up cold, deep ocean water, pulling it to the surface. Clipperton Island may provide a similar-enough environment to the Central Pacific, but the Galapagos area simply may be too cool."

The team's findings about the ability of coral to travel across the marine barrier have important implications for the economic stability of the eastern Pacific, the region's species-conservation efforts and, more broadly, for the impact of climate change on tropical ecosystems. The Galapagos, Costa Rica, Panama, and Ecuador all rely heavily on tourism. Tourism, in turn, relies on healthy reefs that divers can visit and the sale of shellfish and lobster -- species that are maintained, in large part, by the presence of coral communities.

"The take-home message is that coral populations in the eastern Pacific need to be protected," Baums said. "That is, in the event of any large-scale coral crisis, we cannot count on coral populations in the eastern Pacific being replenished by larvae from the west." Baums explained that, especially as Earth's surface continues to warm, such a crisis to coral reefs is not unlikely. During the El Ni?o Southern Oscillation events that occurred from 1982 to 1983 and from 1997 to 1998, some of the reefs experienced a 90-percent loss. Although they ultimately were able to bounce back, a stronger El Ni?o event might spell extinction for some coral species.

In addition to Baums, other researchers who contributed to the study include Jennifer Boulay and Nicholas R. Polato at Penn State and Michael E. Hellberg at the Louisiana State University.

How Ann Romney learned to stop worrying and love politics

TAMPA--When the three major news networks announced last week that they would not air Ann Romney's Republican National Convention Monday night speech in Tampa, Republicans started scrambling. Romney's likeable wife of 43 years needed a primetime spot, they decided, and party leaders were reportedly ready to bump the popular Florida Sen. Marco Rubio to make that happen. Eventually, they moved New Mexico Gov. Susana Martinez's appearance to another night so that Ann could steal the spotlight on Tuesday. Meanwhile, party officials denied they had ever considered dumping Rubio.

This last minute jockeying is a testament to just how vital the campaign considers Ann to her husband's election efforts, something that wasn't always the case over the course of Romney's political career. Back in 1994, during Romney's failed U.S. Senate bid (and first run for office), the new political spouse on the block was a gaffe-prone potential liability without the polish or PR skills to handle the press. But over the years, Ann has learned how to spin family tales into political catnip--wooing voters by offering a dimension to her husband that no one else has seen before?and becoming a smooth and competent politician in her own right.

The 63-year-old mother of five and grandmother to 18 has emerged as an important humanizing force for Romney on the campaign trail. While the presumptive Republican nominee can come across as stiff and awkward on the stump, Ann charms the crowd with personal stories, casting her husband in a softer light. At a rally in Michigan on Friday she choked up while expressing gratitude that so many supporters in her home state had shown up. "Mitt and I grew up here, we fell in love here, and this is a special place for us," she said.

Despite her ongoing struggle with multiple sclerosis, which she was diagnosed with in 1998, Ann has attended hundreds of campaign events and often comes across as having more energy on the stump than her husband. She was at her husband's side at virtually every rally during the long primary?working the rope line alongside her spouse and often delivering a mini stump speech of her own.

In one instance, she tells the story of being a stay-at-home mom in charge of five "very naughty" sons when her husband, then a consultant with Bain Capital, was traveling. "He would call home, and he'd hear a very exasperated wife at the end of the phone," Ann said during a rally in South Carolina in January. "And he'd remind me to hang in there. It would be okay, that actually my job was more important than his job. And the cool thing was he meant it."

"You couldn't pay me to do this again"

Ann now seems so skilled and smooth in interviews it's hard to believe that she is actually something of a comeback kid, politically speaking.

During her husband's unsuccessful bid for a Massachusetts Senate seat, the Boston Globe blasted her in a scorched-earth profile that portrayed her as a chatty, over-privileged woman living a life so perfect it bordered on creepy. The two lines from the interview that most haunted the campaign: Ann's insistence that she and her Ken-doll-looking husband had never once had a fight during their marriage; and her statement that the couple was "struggling" when Mitt was getting his graduate degrees at Harvard. The two were supporting themselves by selling off American Motors stock given to Mitt by his wealthy father?something that didn't exactly resonate with voters working two jobs to survive. ("Mitt was still in school and we had no income except the stock we were chipping away at. We were living on the edge, not entertaining. No, I did not work. Mitt thought it was important for me to stay home with the children, and I was delighted," she said at the time.)

In an article titled "Daughter of Privilege Knows Little of Real World," the Boston Herald ripped off the most unflattering of the Globe's quotes. The experience left Ann incredibly angry, she later admitted. When a reporter asked her after her husband's defeat whether she would ever help him launch another race, she retorted: "Never. You couldn't pay me to do this again."

Writer Ron Scott, a Mormon who wrote MITT ROMNEY: An Inside Look at the Man and His Politics and who lived in the same stake?sort of the Mormon version of a diocese?as the Romneys, said he remembers "gasping" when he first read the Globe profile, instantly recognizing it as a disaster. But now, Scott thinks the incident just shows how fully Romney trusted his wife?for good or for bad. Despite her political inexperience, her husband was willing to let Ann do an hour-long one-on-one interview without media training or a PR team to hold her hand. And Ann was happy to take that risk, confident she could come out on top.

Perhaps that assurance was misplaced at the time, but it seems fitting now.

"She looks...like she's enjoying the campaign," Scott said. "I think if you were to contrast between now and '94, I don't think she really enjoyed that campaign or the 2008 one, but this time around I think she really looks like she's come alive."

The happy homemaker

Romney often introduces Ann as his "sweetheart" on the trail. The two began dating when she was 16 and he 18 in the ritzy Detroit suburb of Bloomfield Hills. Ann's father, an immigrant from Wales, had made his fortune and served as the town's mayor. Romney, the son of Michigan Gov. George Romney, "hotly pursued" her, she said later. After a year at Stanford and two years of a Mormon mission in France, Romney rushed home and proposed to Ann, who had converted to Mormonism under Gov. Romney's tutelage and was attending Brigham Young University in Utah.

Ann eventually finished her undergraduate degree in French in 1975, when she already had two children. She recalled in an interview with People magazine that she shocked a professor at Harvard's extension school--where she took some classes at night while Mitt attended grad school--for needing to nurse one of her children in the back of the lecture hall. "It's one of those things where the professor is like, 'Wait, wait, wait, this is liberal Harvard, but what am I going to do about that woman in the back with a baby that's nursing?' He just kept pretending like I wasn't there," she recalled. Though she saw the Beatles perform live in Detroit and was a child of the 60s, Ann was a bit of rebel in reverse for wanting to settle down and have children instead of pursuing a career. She's said she felt judged sometimes by peers, but never regretted her decision.

During the campaign in April, she used a Democratic strategist's attack on her for never "working a day in her life" to portray Democrats as judgmental and dismissive of mothers, a powerful counterattack to the Democratic argument that Republicans were waging a "war on women." The comments sent Democrats into a tailspin, with no less than President Barack Obama himself going on TV to say, "There's no tougher job than being a mom" within a day of the comments. Ann later called the attack "an early birthday gift" in comments that were captured by a hot mic, inadvertently showing off her tough-as-nails political instincts.

Team Romney

When speaking about Romney's bid, Ann frequently uses the "we" or the "Mitt and I" construction, emphasizing just how invested in the campaign she actually is. She's not just selling Mitt on the stump--she's selling them both as a team.

"Mitt and I are in an unusual position right now to make a difference to the future of this nation," she told a rally in West Charleston, S.C., in January.

Then, two weeks ago, she said to NBC: "I don't think he could do it without me. I don't believe he could."

Her willingness to take on the mantle of surrogate is somewhat surprising for a woman who has often aired her misgivings about opening up her private life and whom the Boston Globe described as largely "invisible" in Massachusetts as first lady when her husband was governor. Even now, when traveling on her own, Ann rarely tells people she meets on planes her true identity; she prefers to say vaguely that she works in public relations.

Technically, she's not lying. During the primaries, when Romney had a tense relationship with his traveling press corps, Ann would venture back on the candidate's plane to chat with reporters?offering up a friendlier face to the pack of wolves press than her hunted husband.

After a disastrous event in South Carolina when Romney was photographed with one of the smallest crowds he's ever attracted on the trail, Ann wandered off the bus and stood with reporters awaiting a gaggle with the candidate.

"What kind of jeans are you wearing?" she jokingly shouted, as her husband took the mic?a reference to a brief media obsession over whether the candidate was sporting "skinny" jeans on the campaign trail. Her husband grinned.

On the campaign plane, Ann always shares a row with her husband. He reads his iPad, while she's been spotted flipping through issues of US Weekly. He has said her presence keeps him calm. "If I'm away from Ann for longer than a week or so, I get off course," Romney told CNN's Piers Morgan. "She has to bring me back and moderate me down a bit."

But Ann's sunny disposition has faltered as negative attacks on her family's wealth and character intensified over the summer. While she's continued to be one of her husband's strongest assets on the stage, Ann has largely ceased her plane-side chats with reporters trailing her husband across the country.

Advisers who declined to be named discussing the candidate's wife said Ann was deeply wounded by the British tabloid attacks in July over her husband's comments suggesting he found London's Olympic preparations "disconcerting." (The Sun tabloid called him "Mitt the Twit" in retaliation, and the gaffe threatened to overshadow Romney's foreign tour.)

More recently, her hackles have been up over demands that her husband release more years of his tax returns. Ann was noticeably agitated in an interview with NBC's Natalie Morales two weeks ago when asked about the financial disclosures.

"Have you seen how we are attacked? Have you seen what's happened?" she said, leaning forward in her chair. "We have been very transparent to what's legally required of us. But the more we release, the more we get attacked, the more we get questioned, the more we get pushed. And so we have done what's legally required, and there's going to be no more tax releases given."

Besides fighting back in interviews, Ann has grown more aggressive on the stump as well. The announcement of Rep. Paul Ryan (R-Wisc) as Romney's running mate has breathed new life into the campaign, drawing larger crowds to Romney's events. Joining her husband and Ryan on stage at a rally in Mooresville, N.C., earlier this month, she marveled at the size of the crowd that had turned out, which was estimated to be at least 4,000 people.

"They know America is in trouble and these are the guys who are going to save it," she said. "It's a boost that gives us determination to say we're not going to take it anymore! We're going to take the White House back!"

The only durability issues that we?ve ever had with HEXBUGS are that some are a bit tiny and can worm or crawl their way out of sight if your kids don?t keep an eye on them. With the target age slotted in for kids 8 and up that really shouldn?t be a problem (it?s just the younger kids that tend to lose track). Batteries do run out eventually, but they are easily replaced. No durability worries.

We are talking about computerized robotic bugs here people! Yes, they look amazing. And unlike the other creepy, crawly HEXBUGS, Larva sort of slither and slip and scurry there way across the landscape. Awesome!

Well?this was a fairly contested category for our review team. Some of the team just love the Larva for what they are?fun little collectible robotic bugs. Others felt that after watching the crawl and slither for a while you like them to do something else. And we are quite certain that is why the folks from HEXBUG added awesome habitat and sets that kids can build on and play with. Yet with that said, you would need to buy other sets to make them more usable. So?functionality was a bit of a mixed bag?some were pleased, some wanted a bit more.

With a retail price of $14.99, Cost Efficiency didn?t generate as much conversation as functionality?pretty much everyone on our team agreed that the Larva is a bit overpriced. Yes, it?s robotic, yes it moves around, but with a price tag of $15 some of our parents wanted more. Let?s be clear here?we?ve sort of always felt that HEXBUG toys are on the expensive side ? we love them ? we?d just like them less expensive.

The Larva generated some strong discussion in the Originality department. The team has already agreed ? we love HEXBUGS and we think they are definitely original. However, we have been seeing these awesome little bugs for a few years now. On the other hand, the Larva is unlike any of the other bugs, there are no legs propelling them around, and the sensor moves them around other objects. After much discussion we couldn?t give them a full five stars for Originality, but we do have a very strong 4!

HEXBUG Larva are another fantastic addition to the HEXBUG world! They are super cool, super new and an excellent addition to your child?s HEXBUG collection. If your child has any of the HEXBUG sets, the Larva will fit right in. The Larva are expensive ? so you are paying a premium for a little toy, that if you don?t have careful kids could easily get lost. However, if you?ve got kids that love bugs and robots and collectibles (who doesn?t really) then you are going to have very large smiles on their faces when you bring home a Larva ? the next generation of awesome bugs from HEXBUG!

AAP Issues New Guidelines for Kids' Snoring

A new set of practice guidelines released Monday by the American Academy of Pediatrics (AAP) may help parents and pediatricians uncover things that go snore in the night.

Pediatric sleep experts focused on children with a condition known as uncomplicated obstructive sleep apnea, which occurs when breathing is interrupted during sleep and is related to enlarged tonsils or obesity.? It is a condition the AAP says affects 1.2 to 5.7 percent of American children. They reviewed evidence from 350 study articles between 1999 and 2010 to create the following recommendations:

  • Screening: All children and adolescents should be screened for snoring at their routine health visits.
  • Sleep testing: Any children who have symptoms of obstructive sleep apnea, such as habitual snoring, disturbed sleep from intermittent pauses, snorts or gasps, or daytime behavioral problems, should be referred for a sleep study.
  • Adenotonsillectomy: Any child with obstructive sleep apnea and enlarged tonsils should be referred to a surgeon to consider tonsil removal surgery.
  • High risk: A child undergoing tonsil surgery is considered ?high-risk? if he or she is under age 3, has severe sleep apnea on sleep testing, is obese or currently has an infection. These children should be closely monitored in the hospital after surgery?for any complications.
  • Re-evaluation: After surgery, snoring children should be reassessed to see if their sleep apnea has improved or if they will need any further treatments.
  • CPAP: If symptoms do not improve after surgery or if a child is unable to get surgery for some reason, they should be considered for CPAP (continuous positive airway pressure), which is a breathing apparatus, often worn at night, that keeps airways open.
  • Weight loss: Weight loss is recommended for any overweight or obese patient in addition to any other treatments.
  • Intranasal steroids: Nasal sprays are recommended for patients with mild sleep apnea symptoms, whether in lieu of or after tonsil surgery.

The last set of guidelines for pediatric sleep apnea was released in 2002. The changes reflected in these new guidelines were made in light of research over the past 10 years that has suggested that delayed diagnosis of childhood sleep apnea ?can result in severe complications if left untreated,? according to the American Academy of Pediatrics report. Examples include cognitive deficits, behavior problems, hypertension and heart problems, failure to thrive and inflammation throughout the body.

With these new guidelines, the AAP hopes that more cases of childhood sleep apnea will be diagnosed sooner and children will receive the proper treatments earlier to prevent these dangerous long-term effects.

?These new guidelines are extremely important,? says Dr. Vikas Jain, a sleep specialist at Integris Health in Oklahoma City.

?Pediatric sleep apnea is a rising problem among American children and leads to serious consequences,? he says. ?The sooner we can diagnose a child with this condition, the sooner we can get these kids started on the right treatments to improve their quality of life and their overall health.?

Since 1977 Cura?ao has its national press day on the 1st of September. The original proclamation indicates very clearly that this day is to put emphasis on the role of the media, freedom of expression and to reflect upon it. A yearly assessment of mass communication experienced by its members and society it serves.

This written commitment during
its 35 years of existence to raise awareness amongst all media members, government, corporate
and social sector and the public in general hasn?t ripened yet. The 25 radio stations, 9 newspapers, 2 weeklies, 3 tv stations have various challenges to confront outside but foremostly inside their own outlets. Media patrons didn?t start out with
the noble intention to enlighten their communities by seeking truth and publishing it in all thoroughness
and purity. According to them its a business and in 2012 there?s little space for constant accurate fair reporting media which brings forth social change. Reporters, journalists, talk show hosts all of them blur
reality with their social-corporate and political affiliated views. Newspapers with bloody frontpages, radio news hours filled with bickering mud-slinging politicians or sensational
tv news bulletins are products of underpaid journalists, reporters without trade union representation trying to serve the public while enduring unfavorable working conditions. All these factors indicate how the media led by its owners
and their business interests have shaped a mediocre atmosphere full
of self-censureship.

Last year press day was like the previous ones, plagued by the fear
of analyzing their own flaws in the same manner they would examine and criticize their daily news subjects. Just a big happy family reunion day. No panel discussions on self-regulation. No debates on a code of ethics. No conference about the necessity of a Media Ombudsman, media ownership law or a modernized media policy improving their below average standards. Realization of secondary schools with journalism, media classes should be a prime
topic. Alternative economic models
to guarantee a genuine Cura?ao independent media with decent wages, insurance and pension plans should be discussed.

The embodiment of self-ridicule is evident when in the recent past
press members allowed the biggest Cura?aoan bank Maduro & Curiel to pamper them on their day with a trip on a 18th century sailing ship in the bay of Santa Anna. Or accepting Blackberry?s from Digicel as a gift. These are subtle mediatic bribes preventing the media to report critically about the financial and commercial sector in a balanced manner which for decades led the public astray from financial literacy
in order to critically judge the performance of powerful financial institutions and consequently create
a catalyst for financial change.

The decay of the media comes in many forms. A newspaper which daily bread consists of court cases, crime acts and car accidents is a mal-nutrient for their specific lower, working-class target group mentally and spiritually. Politically biased radio talk and morning news shows manipulate their listeners by framing their daily programs according to the interests they serve.
Whether its tv, radio or print the root of the problem stays the same if you raise an audience without daily social, economical, financial, educational, cultural, spiritual programming. Politics from 7 am till 9 am. Politics from 10 am till 12pm. Politics from 12 pm till 2 pm. Politics from 3 pm till 5 pm. Politics from 5 pm till 9 pm.
That?s how you deliberately politically zombify a nation. Being hoodwinked on a daily basis by these media barons will never contribute fully to shape critical analytical citizens.

Demissionary prime minister Gerrit Schotte labeled the non stop criticism and incessantly political agenda setting media the overlords of a ?mediacracy? of course which he utilized without complaints before he became head of the new government. Some media personalities downplayed the existence of government by the media influenced by the powers that be. The undeniable fact is that a great amount of news is presented with minor content, sketching an image entertaining the audience with a pre-fabricated reality. A periodically media research should be a priority to determine the current state of the media, its performance, the various degrees of agenda setting culture connected to a valuable info credit rating for the public to select their reliable media of preference.

The few dissent media voices much needed to be heard have always blamed their own colleagues
including themselves that the
media is the main cause of most problems in our society. The continuous prominent featuring of non-issues to distract the audience
is a well known dumbing down strategy. A moratorium on this downward spiraled newsgathering form should have been enforced simultaneously with the birth of Cura?ao?s 10-10-10 country status.
People are starting to realize that low value news editions are caused by artificial cutthroat competition and media mergers could form one big solid cost effective company with high quality news. To crystalize this you would need uniformity of thoughts and actions perhaps a top priority for the recently nascent Cura?ao Media Foundation guided by veteran Extra photographer Stanley Ignacio to reestablish trust and loyalty to ethics within the media landscape.

The moment more media outlets established through uncontrolled issueing of permits by befriended governments was the moment that director Orlando Cuales from Z86 a pioneering radio station felt its luxury life endangered and switched their ethics code.

Once a promoter of freedom of speech Z86 professionalized the tradition to censure certain sociopolitical leaders. Resulting into a new generation of ?yes men? journalists to survive and run a commercial media company. News coverage started losing more of its purity and that?s why Helmin Wiels from the independence party Pueblo Soberano copied a bottom up grassroots approach from his ex leader Nelson Pierre to create his own niche of unrestricted critical political theory news in a working class tongue. A gap in the market that he?s been filling for almost a decade.

Media, corporate world, union, religious players and politicians have all invoked demagoguery to gain an audience. So you would need fact-checking instruments, media watch advocates and programs to bring back and keep their integrity at a high level.

Dutch colonial rule also has left its psychosomatic mark on the media. Every time an issue presents between the Curacao and Dutch government you will have our minister giving his/her side to the story but 99.9% a journalist working for a Papiamentu speaking media will not pick up the phone and do an interview with a Dutch minister or press officer to clarify the situation.
Or when there?s a press conference, timidity among journalists prevents them from getting satisfactory answers on the issue in focus.
And every week there will be a ?problem? between Curacao and the Netherlands so the question arises if its fear of proper Dutch language dominance or a post-traumatic slavery disorder that affects most media members (Dutch + Papiamentu) to take an assertive stance and demand declarations on concerning issues from the Dutch?

Numerous times Papiamentu media is inclined to leave taboo covered topics or politically sensitive cases to the Dutch media.
