Goodell: 'Never want to see a game end like that'

With the Eagles at 2-1 but feeling like a team that can?t get out of its way, offensive coordinator Marty Mornhinweg said Thursday that he hopes quarterback Mike Vick will do more to stay out of the way of defensive players.

?Maybe he needs to move,? Mornhinweg told the media.? ?About half of the time the quarterback needs to move.? It might be subtle or a slide.? It might be up and out, in a full scramble, front door or back door ? all these type of movements.?

Vick seemed to reach a new level two years ago because he was moving less.? Patient in the pocket, Vick waited for opportunities to develop.? This year, it seems like he?s simply waiting to get blasted by a blitzing linebacker.

The hits Vick has taken, coupled with his alarming turnover rate, has prompted calls for the team to spend more time running the ball, especially with LeSean McCoy on the roster.? Mornhinweg doesn?t sound sold on that approach.

?We go after people now,? Mornhinweg said regarding the possibility of making the running game a priority.? ?Look, I tell the players that we?re going to be aggressive.? Again, you can be aggressive in the running game or the pass, but we?re going to be aggressive.? I want them to be aggressive and want them to play without the fear of making a mistake. If you make a mistake, you find the solution and then you correct it fast.? Once you get that thing motoring pretty good, and I think we are closer than it appears, then you?re in pretty good shape both run and pass.

?Normally, many of your runs come in the second half, whether you are close, you are even, or you are up, and with us most of the time.? Not all of the time, but most of time.? Philosophically, I don?t care as much about balance in any particular game.? If we have to run the ball 50 times to win the game, that?s what we?ll do.? If we need to pass the ball 50 times in any particular game, that?s what we?ll do.? Now, you take the whole season and you?d rather be somewhere around 60-40ish, usually a little higher than 60ish maybe 60-65 percent pass.?

It sounds good in theory, but every pass play lately has had Eagles fans holding their breath for the next hit on Mike Vick.? Sooner or later, he?ll absorb a hit that keeps him from continuing.

PFT's picks: 49ers over Jets, Eagles over Giants

In hindsight, I shouldn?t have complained about the Monday night debacle.

After all, I picked the Seahawks to win by a point and, thanks to the replacement officials, Seattle won by two.? Since MDS picked the Pack, it allowed me to win the weekly contest with MDS by two, 9-7 versus 7-9.

Given the crazy, upside-down games from Week Three, I?ll take a winning record and run with it ? as quickly as the Seahawks ran with their unwarranted win.

For the season, I?m now 27-21, and MDS is 26-22.

This week, we disagree on three games.? All 15 of our picks appear below.

Browns at Ravens

MDS?s take: Browns rookie quarterback Brandon Weeden has actually looked decent the last two weeks, after a disastrous Week One. But the Ravens? defense will bring far too much heat for Weeden to handle. I look for Haloti Ngata to pound Weeden into the turf a few times on Thursday night.

MDS?s pick: Ravens 27, Browns 6.

Florio?s take:? The Browns are another close loss or two away from imploding completely.? They won?t have to worry about another close loss on Thursday night.

Florio?s pick:? Ravens 31, Browns 13.

Panthers at Falcons

MDS?s take: I still don?t believe the Panthers are as bad as they?ve looked this season, and that by the end of the year they could be fighting for a playoff spot. But Atlanta is the wrong place for the Panthers to try to get back on track.

MDS?s pick: Falcons 23, Panthers 17.

Florio?s take:? The Falcons have beaten the Panthers four straight times, scoring 31 points exactly in each game.? Atlanta could be on track to clinching the division by Thanksgiving.

Florio?s pick:? Falcons 31, Panthers 14.

Patriots at Bills

MDS?s take: This is a fascinating game in the AFC East race, one that could establish the Bills as the favorites to win the division. I?ve been saying all year that the Bills have made the right moves to become playoff contenders this season, but I just think the Patriots, with their backs against the wall, are going to come out focused and ready to play their best game of the season.

MDS?s pick: Patriots 24, Bills 14.

Florio?s take:? The Bills have beaten the Pats only once since the last time the Pats had a losing record.? Buffalo is moving in the right direction, but New England needs this one badly.

Florio?s pick:? Patriots 30, Bills 23.

Vikings at Lions

MDS?s take: Another fascinating divisional game, as the Vikings have a real opportunity here to establish themselves as surprising contenders in the NFC North. However, I see far too many matchup advantages for the Lions? receivers against the Vikings? secondary.? Not just Calvin Johnson (who has a matchup advantage over every defensive back in the league) but also receivers Nate Burleson and Titus Young and tight end Brandon Pettigrew should be able to get open and get points on the board in Detroit.

MDS?s pick: Lions 28, Vikings 24.

Florio?s take:? The Lions have won three straight in the series, but the Vikings are gaining confidence,? The Lions continue to be more flawed than anyone realized.? Receiver Jerome Simpson returns from suspension in time to help the Vikings take advantage of Detroit?s biggest weakness.

Florio?s pick:? Vikings 24, Lions 16.

Titans at Texans

MDS?s take: The Texans are the best team in the AFC South by such a large margin that the question for me isn?t whether they?ll win the division but how quickly they?ll clinch. My guess is some time around Week 11. This win will be another step toward that.

MDS?s pick: Texans 34, Titans 10.

Florio?s take:? Yeah, I picked the Titans to win the division.? And if they upset the Texans on Sunday, the Titans will thrust themselves into the conversation.? And if they upset the Texans, it will mean that I picked this specific game incorrectly.? Despite last weekend?s epic in Nashville, the Titans aren?t nearly as good as I thought they?d be.? The Texans are much better than I thought they?d be.

Florio?s pick:? Texans 24, Titans 13.

Chargers at Chiefs

MDS?s take: The Chiefs looked pretty good against the Saints on Sunday, and the Chargers looked pretty bad against the Falcons on Sunday. But I?m expecting the Chargers to win, in a game that I have a hunch will come down to special teams, where the Chargers will make plays and the Chiefs will make mistakes.

MDS?s pick: Chargers 28, Chiefs 21.

Florio?s take:? One week often changes everything.? Last Sunday, the Chargers went from elite to ?meh? status, and the Chiefs showed they?ve got some fight.? Home team gets the edge in this one, especially if Jamaal Charles saved some yards for Sunday.

Florio?s pick:? Chiefs 24, Chargers 22.

49ers at Jets

MDS?s take: If not for the injury to Jets cornerback Darrelle Revis, I?d be very tempted to pick the 49ers to lose their second straight road game. But that Revis injury is devastating to the Jets not only because it radically changes what they can do on defense, but also because while seeing players and coaches on the Jets talking this week, you could practically feel the entire locker room deflating at the loss of their best player. I think the Jets are going to come out looking very bad on Sunday.

MDS?s pick: 49ers 27, Jets 14.

Florio?s take:? The difference between the 49ers defense and the Jets defense is that the 49ers didn?t put all their eggs in one island.

Florio?s pick:? 49ers 20, Jets 13.

Seahawks at Rams

MDS?s take: The Seahawks don?t have any time to send thank-you notes to the league office for their gift on Monday night, because they?ve got a road trip to St. Louis on a short work week. I like the way Jeff Fisher?s defense is playing, and I think Russell Wilson will feel a lot of pressure, but Seattle?s defensive line will have Sam Bradford under pressure, and the Seahawks will win a low-scoring game.

MDS?s pick: Seahawks 10, Rams 9.

Florio?s take:? Short week, significant travel, improving opponent, and guilty conscience add up to trouble for the Seahawks in St. Louis.

Florio?s pick:? Rams 14, Seahawks 12.

Dolphins at Cardinals

MDS?s take: It?s taken me a while to learn to believe in the Cardinals, but I?m there now. Which probably means they?re going to lose. But I?m picking them anyway.

MDS?s pick: Cardinals 24, Dolphins 7.

Florio?s take:? This has the potential to be one of those early-season ?correction? games.? But how can the Dolphins win if they can?t score any offensive touchdowns against once of the best defenses in the league?

Florio?s pick:? Cardinals 17, Dolphins 6.

Bengals at Jaguars

MDS?s take: I loved the game Bengals offensive coordinator Jay Gruden called on Sunday against the Redskins. Look for Bengals receiver A.J. Green to have another big day against the Jaguars.

MDS?s pick: Bengals 28, Jaguars 24.

Florio?s take:? It would be fitting for the Bengals, a week after finally winning a game they were supposed to lose, to lose a game they?re supposed to win.? But the Bengals are better than the Jaguars on both sides of the ball ? and the Jaguars will have a hard time keeping up with a suddenly dynamic and diverse offense.

Florio?s pick:? Bengals 24, Jaguars 14.

Raiders at Broncos

MDS?s take: It says something about what we?ve come to expect from Peyton Manning that he had 330 yards, two touchdowns and no turnovers on Sunday against a very good Texans defense, and yet everyone is talking about how he?s just not the same. Playing a weak Raiders defense will result in Manning looking a lot better, and the Broncos improving to 2-2.

MDS?s pick: Broncos 35, Raiders 14.

Florio?s take:? Peyton Manning won?t need much arm strength to move the ball against a defense that can?t do much to stop him.? Or anyone.

Florio?s pick:? Broncos 27, Raiders 17.

Saints at Packers

MDS?s take: Raise your hand if you predicted these two teams would be a combined 1-5 heading into this game. I see the Packers? problems as much more correctable than the Saints? problems, and I see Aaron Rodgers having a big day against a shaky Saints defense.

MDS?s pick: Packers 27, Saints 17.

Florio?s take:? The Saints can thank the Seahawks and the replacement officials for what they?re about to endure.

Florio?s pick:? Packers 45, Saints 17.

Redskins at Buccaneers

MDS?s take: The Bucs have a bad offense and a good defense; the Redskins have a good offense and a bad defense. I like Tampa Bay?s defense to keep it close and the Redskins? defense to give up a big play at the wrong time.

MDS?s pick: Buccaneers 14, Redskins 10.

Florio?s take:? That win over the Saints in New Orleans is looking less impressive by the week.? And the Bucs are better than their record would suggest.

Florio?s pick:? Buccaneers 20, Redskins 16.

Giants at Eagles

MDS?s take: The Eagles need to bounce back in a big way after laying an egg against the Cardinals. I think they?re going to, with Michael Vick finally making it through a game without a turnover.

Florio?s take:? Eagles coach Andy Reid does his best work when his back is against the wall.? And his back is already against the wall.? And he said just enough this week to put his quarterback?s back against the wall, too.

Bears at Cowboys

MDS?s take: As impressive as the Bears? defense has been, I think they?ll struggle with the explosiveness of Cowboys running back DeMarco Murray, who should have a huge game in a Dallas win.

Florio?s take:? If the Cowboys can keep Tony Romo in two or fewer pieces (factoring in the possibility of the partial loss of an ear), the Cowboys should win this one.

SACRAMENTO (CBS / AP) ? Gov. Jerry Brown has signed legislation barring landlords from forcing renters to declaw or devocalize their pets to cut down on noise and property damage.

Brown announced Wednesday he had signed SB1229 by Sen. Fran Pavley, D-Agoura Hills.

Under the bill, landlords cannot reject tenants who refuse to have the surgeries done on their pets and they cannot advertise in a way that discourages renters whose pets have claws or vocal cords.

Landlords who violate the restrictions will face civil fines of up to $1,000 for each pet.

The measure does not stop landlords from enforcing a ?no pets? policy.

Grateful Dead's Mickey Hart drums at AARP meeting

(AP) ? Longtime Grateful Dead drummer Mickey Hart came to New Orleans with a message for thousands of attendees at the AARP's national convention: Music has therapeutic powers.

Hart spoke about the importance of music and playing instruments. He led a drum circle with hundreds of drummers at the convention, which ended Saturday.

Hart and neurologist Adam Gazzaley a professor at the University of California at San Francisco, spoke about research showing music has a positive effect on the brain and how playing music can help offset the mental declines of aging.

Throughout the convention attendees could stop into a music-making pavilion.

JERUSALEM (AP) ? The forecast for Israel on Sunday: balmy late-summer temperatures, uncomfortable humidity along the Mediterranean coast and ... darkness at 6 p.m.?

Israel moves its clocks back by an hour overnight, putting the country on its winter clock more than a month ahead of Europe and the U.S. and adding to the rising anger that many mainstream Israelis feel toward an ultra-Orthodox minority.

Many Israelis believe the time change, meant to make it easier to fast on the upcoming Yom Kippur holy day, unnecessarily disrupts life and costs the economy millions of dollars. They say the early onset of darkness raises electricity costs, causes more car accidents and gives children less time to play after school.

While the custom has long bred resentment, the premature arrival of winter hours comes at an especially sensitive time, given the rising backlash against what is widely seen as religious coercion by ultra-Orthodox leaders.

"It's ridiculous. It's just a power play by the ultra-Orthodox to show who's in charge. There is no reason for it being this early," said Raanan Lidji, a 34-year-old high-tech worker from Tel Aviv.

The move to winter time ahead of Yom Kippur, the Day of Atonement and holiest date on the Jewish calendar, has been standard practice for decades and enshrined in law since 2005.

Although the length of the fast doesn't change, the sun sets an hour earlier with the winter clock, shortening the more difficult end of the fast. In a similar custom, neighboring Muslim countries sometimes adjust their clocks, even in the middle of summer, during Ramadan to make the monthlong fasting period easier to manage. But the clocks are returned to summer time after Ramadan ends.

In Israel, the seemingly premature clock change elicits complaints every year from secular and modern Orthodox Israelis, who make up some 90 percent of Israel's Jewish population. But this year, the anger has been heightened by a variety of factors.

Yom Kippur, which falls on a different date each year based on the Jewish calendar, arrives relatively early this year, making the change all the more noticeable.

It also comes against the backdrop of rising tensions between the secular masses and the politically powerful ultra-Orthodox minority. Much of the anger is being directed at Interior Minister Eli Yishai, whose ultra-Orthodox Shas Party has played a key role in shaping the law.

Yishai has resisted repeated calls to push back the change. In 2010, when it came even earlier in September, nearly 400,000 people signed a petition urging him to change the system.

Following the outcry, Yishai appointed a committee to study the matter. But its recommendation that the summer clock remain in effect until early October was never implemented.

"He simply wants to build up the special form of regime to be found in Israel ? a religious 'minocracy,' Not a democracy that represents the majority and takes the minority into account, but rather a minority that controls the majority and does not care a damn about it," wrote Nehemia Shtrasler, an economics affairs columnist at the Haaretz daily.

A spokesman from the Shas party did not immediately return messages seeking comment. A spokesman for Prime Minister Benjamin Netanyahu also had no immediate comment.

Ultra-Orthodox parties such as Shas, while representing less than 10 percent of the general population, have long served as kingmakers in Israel's fragmented political system.

With this power, rabbinical authorities control the rules for marriages, divorces and burials, and ultra-Orthodox males have long received exemptions from compulsory military service in order to pursue religious studies.

Ultra-Orthodox men often continue their studies well into adulthood, living off welfare subsidies as their secular counterparts work and pay taxes.

The draft exemptions and study subsidies have become a central issue in Israeli politics. Early this year, the Supreme Court ruled the exemptions illegal and ordered the government to change the law.

But attempts in parliament to reform the nation's draft law deadlocked, causing one of Netanyahu's coalition partners to quit, and the government missed a deadline to draw up new legislation. With religious leaders saying they will resist any change to the old arrangement, Defense Minister Ehud Barak is currently struggling to figure out a new draft system.

Adding to the tensions, extremist sects within the ultra-Orthodox community have come under fire in recent months for attempts to ban the mixing of sexes on buses, sidewalks and other public spaces. In Jerusalem, advertisements depicting women have been removed from billboards and buses because of fears that extremists will vandalize them.

These attempts at coercion have fueled a brewing cultural clash between two Israels. On one hand, the country continues to be a high-tech powerhouse with liberal values that have turned Tel Aviv into a gay mecca. On the other hand, the ultra-Orthodox, with their high birthrates, have grown increasingly outspoken and assertive.

With Netanyahu expected to call early parliamentary elections in the coming months, the country's opposition is likely to use the controversies over the draft and religious coercion against him.

"Israel is proving once again that it is living in the dark," said Ronit Tirosh, a lawmaker from the opposition Kadima Party.

PSA: Don't leave negative reviews for non-widescreen apps -- developers are updating as fast as they can!

How long will it take iPhone 5 apps to become

At some point today, many of us will be tearing open our just-arrived Fedex or UPS packages, or rushing out of the Apple Store or other retailer, unboxing our brand new iPhones -- the iPhone 5 -- restoring them from iCloud, and launching our favorite App Store apps and games... only to see some with letter- and pillar-boxes.

Of course, a ton of really popular apps have already been updated and will be ready to go a launch. But other will take some time. So, before anyone jumps into comments or forums, or takes to Twitter, App.net, or Facebook -- or even thinks about leaving a bad App Store review -- to voice their frustrations over the lack of instant updates, there are a few realities to take into account, and some expectations that need to be properly set.

Why is this a thing?

With the iPhone 5 (and the iPod touch 5, shipping in October), Apple has changed the aspect ratio of the screen for the very first time. It's gone from the 2:3 that it's been since the original iPhone shipped in 2007 -- that persisted through the iPhone 4S in 2011 -- to 16:9. To do that, the iPhone 5 is adding 176 new pixels, taking the resolution from 960x640 to 1136x640. That means developers and designers need to figure out what to do with those extra pixels.

Can't it "just work"?

There's nothing automatic here for anyone here. No app will magically stretch to fill the new, longer iPhone 5 screen anymore than any app magically doubled in pixel density to look sharp on the iPhone 4 and iPad 3 Retina displays. The reason for that is simple -- Apple can't assume an app is built to support 16:9, so they'd rather letter- and pillar-box everything rather than risk having an app looking terrible or breaking if forced to fill a screen it was never designed to fill.

But that means it'll take some work to update apps. Depending on the app, maybe a little, and maybe a lot.

So how do apps become "widescreen ready"?

At a minimum, developers and designers will have to indicate their apps support 16:9, compile them against the iOS 6 SDK, include a special graphics file that tells iOS they're widescreen ready, and then submit them to Apple for (re-)approval.

For apps that use lists or grids, and/or implement a lot of standard controls and automatic layouts, flowing content into the longer (or wider) screen will likely be a lot easier than apps that use heavily customized interfaces.

For developers of apps and games alike who don't just want to show more of the same stuff, but take advantage of the extra screen space to provide different stuff the process will be even more involved.

Also keep in mind that developers will continue to have to support the 3:2 aspect ratio of the still-for-sale iPhone 4, iPod touch 4, and iPhone 4S. Interface elements can't simply be cropped off on older devices. Pixel-perfect designers and developers will want their interfaces pixel-perfect on every screen supported by iOS 6.

Add to that, very few developers and designers have actually been able to see, much less test on an actual iPhone 5 yet. Aside from the apps shown off by Apple at the iPhone 5 event, it's a safe bet next to no one has. A lot of developers and designers are smart and experienced enough to use the tools Apple has provided to prepare and update anyway, but no one likes to launch an app that they haven't been able to run, hold, and hammer away at on real hardware.

Lastly, given how many apps will no doubt be submitted to the App Store this week in anticipation of iOS 6 and the iPhone 5 launch, even if this work itself is quick, the approval process could well be a bottleneck.

Apple will want to showcase "widescreen ready" apps, the way they've showcased "Retina ready" apps previously, so they'll work as fast as they can, but there are limits to everything.

How do you know developers are actually working on it?

A number of iOS clients have already contacted us about updating their apps for the new, taller iPhone 5 screen. From the moment it was announced, the Iconfactory started including these new UI requirements into our workflow. I suspect it won't take long before we start to see many of your favorite apps updated and ready.

Apple works incredibly hard to make sure that things work as expected for developers, and I?m hopeful that this will be an incredibly smooth transition. However, it?s still a risk for developers to just blindly support a new screen size and architecture without being able to fully test on actual hardware. We can test in the iOS simulator, but the simulator is ? as the name would suggest ? just a simulation of what the app will be like on an actual device. Over the years I?ve found quite a few bugs on a device that can?t be replicated in the simulator. Not to mention UI issues. The simulator just can?t replicate the feel of swiping, tapping, and other key aspects of touch-screen apps. It?s tough to know how an app is going to feel until it?s under your fingers.

Bottom line, it?s risky to support a device I haven?t tested on. But, given Apple?s track record of managing these transitions well, and the minimal amount of code we had to change, we decided the risk was worth taking. We?ve already submitted 3 App Cubby apps (Launch Center Pro, Timer, and Mirror) and will be working hard on Gas Cubby and Trip Cubby this week.

We've completed the work required for Consume and iStat 2 to support the iPhone 5's taller display. We needed five images for Consume and one for iStat. All up, it was a few hours work each. Some apps will require more work, but this is far less painful than the non-Retina to Retina transition. The big caveat is that we haven't done any device testing yet, but that's the same as most developers.

So what can we expect when we get our Phone 5 ?

When you get your iPhone 5, and all your apps have downloaded, some of them will support 16:9, and some of them will do it well. If you see a letter- or pillar-box, however, before you complain -- and most especially before you leave a negative review -- take a moment. Take a moment to consider that the developers and designers love their apps and hate seeing them boxed even more than you do. Consider that they're probably working around the clock to get their updates done, working blindly do to it, and waiting patiently and powerlessly for Apple to approve them. They'll get them to you just as fast as they can.

Give developers or designers a few weeks or a month to get their basic updates done and approved by Apple, and then, if any apps look abandoned or look like they're going to go without an update, you can let 'em have it.

(AP) ? Struggling with a chronically stagnant economy and one of the highest crime rates in the world, Jamaica is turning for help to a black nationalist leader who died more than 70 years ago.

Marcus Garvey, who inspired millions of followers worldwide with messages of black pride and self-reliance, is being resurrected in a new mandatory civics program in schools across this predominantly black country of 2.8 million people.

Students from kindergarten through high school are supposed to learn values such as self-esteem, respect for others and personal responsibility by studying Garvey, whom Martin Luther King Jr. called the "first man on a mass scale and level to give Negroes a sense of dignity and destiny."

But the program almost totally avoids mention of the positions that made Garvey deeply controversial: his promotion of a "back to Africa" movement, his use of the title "provisional president of Africa" and a campaign for racial separation, born of the conviction that whites would allow never blacks justice. He even met with the grand wizard of the Ku Klux Klan, leading some mainstream African-American leaders to question his sanity.

American civil rights pioneer W.E.B. Du Bois once called him "the most dangerous enemy of the Negro race."

The program is a major rethinking of Garvey's legacy in his Caribbean homeland. He was the first person named a national hero following independence in 1962, and the government put his likeness on coins. But it had declined repeated calls to use his teachings in schools, where history is not a required subject.

"The teaching of Garveyism in schools is something that politicians of all stripes have shied away from partly because of their own intellectual ignorance and partly because they don't know what to make of this complex subject," said Robert Hill, a Garvey expert who is professor emeritus at the University of California, Los Angeles.

But Jamaicans take great pride in the achievements of a native son who created an international movement.

"We want all our children to believe they are important to what becomes of this country. Through Marcus Garvey, we see what it means ... to admit to no stumbling block that we cannot overcome," said Amina Blackwood Meeks, the Ministry of Education's culture director who led efforts to draft the Garvey-infused civics program.

For many Garvey adherents in Jamaica, where reggae luminary Burning Spear once mournfully sang "no one remembers old Marcus Garvey," the only question is: What took so long?

Born nearly 50 years after the abolition of slavery in Jamaica, Garvey founded the United Negro Improvement Association in 1914 on the island, and then built it into a mass movement in New York from 1919 to 1927. He established a network of "Liberty Halls" as venues for political debate, theater and scholarship around black themes, raising awareness of African achievements and calling for economic empowerment to circumvent racism.

From his Harlem base, Garvey urged people find pride in their African history, and assured the descendants of slaves that there were no limitations to what they could accomplish. His Pan-African philosophy urged blacks to return to the continent of their ancestors and he launched the Black Star Line, a fleet of steamships intended to take them there.

During his meteoric rise, he was bitterly opposed by some fellow black intellectuals, especially Du Bois, who said Garvey was either "a lunatic or a traitor." In turn, Garvey called Du Bois a "rabid mulatto who needed a horse whipping," and he dismissed the National Association for the Advancement of Colored People, or NAACP, as seeking black assimilation into white society.

His movement claimed to speak on behalf of Africans and delegates at one congress elected him "provisional president of Africa."

Garvey was eventually convicted of mail fraud charges in connection with his steamship line and was deported to Jamaica in 1927.

But in the early decades of the 20th century, when segregation was deeply implanted in the United States and when European colonialism still stretched around the world, Garvey's words also inspired civil rights figures in America, political leaders in Africa and the Rastafarian movement in Jamaica.

It's the uplifting and ambitious aspects of Garvey's life that educators hope will inspire youngsters in modern-day Jamaica, where times are tough for many.

The official unemployment rate is over 14 percent, but many economists believe it's higher. Nearly 30 percent of high school students dropped out between grades 12 and 13 last year and standardized test scores are sinking. Over the past decade, the United Nations says, the island had the world's third-highest murder rate, with about 60 slayings per 100,000 inhabitants. Young slum dwellers use black-market concoctions that promise to transform dark complexions to a cafe-au-lait color.

Some island academics blame many of the country's woes on the lingering effects of slavery, which was particularly brutal on Jamaica's sugar plantations.

"We have to use all tools and strategies at our disposal to tell our children and our people in general that, as Garvey said, the black skin is not a badge of shame, but rather a symbol of national greatness," said Verene A. Shepherd, director of the Institute for Gender and Development Studies at Jamaica's University of the West Indies. "If Jamaicans from very young are imbued with this kind of thinking, we will see the benefits in years to come."

But some academics question whether the program can really overcome the lack of economic opportunities in Jamaica, arguing that self-esteem follows achievement, not the other way around. They also say students will ultimately reject efforts to turn a historical figure into nationalistic propaganda.

Hill said he suspects the program will mostly involve "beating the drum for Garvey" while glossing over his complexities.

"If I just say to students, 'Garvey is a great man and here's the reasons he was great,' that hasn't taught them anything. In fact, the likelihood is you are likely to alienate the very students you are trying to reach because they will recognize it as just a form of ideological brainwashing," Hill said. "You have to teach Garvey as part of the development of political thought."

The teachers' handbook for the new program includes lesson plans using famous Garvey quotes such as "Up, you mighty race, accomplish what you will" to instill personal identity, discipline, courtesy, national pride and heritage. It says economics lessons could highlight Garvey's experiences as an entrepreneur, while devotionals will include hymns he wrote. Youngsters will be required to keep a journal.

One of the few references to his "back to Africa" call is a suggestion that students "explore ship building, the shipping industry and travel by sea through a project to reconstruct (small models of) the ships of the Black Star Line."

So far there has been no public opposition to the program from blacks or whites, who are accustomed to seeing Garvey as a part of the country's history and seem happy to have civics of any sort introduced at schools.

Meeks said nothing about the program will be alienating for students or faculty who are not black.

Several schools declined to allow a reporter inside classrooms to see the civics course in action because orientation was just getting started.

But Education Minister Ronald Thwaites said he's confident the program will soon be a success, saying that "after many false starts, the campaign of values and attitudes now begin in earnest, rooted and founded" in Garvey.
